Hi you will need to find the tile battens as each cap screws to the batten also if the mortar is flat and the caps fit nice then you can leave most of the verge there
Depending which dry verge system your using , but mostly yes , most come with screws or nails that fix into batten, unless it’s slate dry verge in which case the battens would need to be prized up after removal of mortar and cement sheets, and tucked underneath the battens and re fixed down ( horrible system that I wouldn’t advise btw)
Absolutely remove old cement you need to expose the battons under the cement then stitch a lath right up the side of the verge for a better hold with the screws you use to fit plastic verge
You will need to remove the mortar and most likely the first metre of battens. The battens must over hand the gable to allow the dry verge to be fixed. You must also check manufacturers instructions as this will tell you how far to leave the battens over the gable.
you will also need a starter kit for fixing the bottom dry verge unit
I keep this simple , yes remove old mortar, you can't stick the membrane to old mortar, plus need to fix the brackets or add batton to screw into. I personally remove all mortar clean of tiles and ridge for a better job.
