ive had this question come up from my clients many times over my 44 years working as a painter & decorator.
if your asking from a pre painting preparation question? Then 100% yes!
if its from a safety reason (surfaces can be slippery)
then 100% yes
i am not aware of amy other treatment to solve the issue.
Pressure washing will remove but it will return
chemical cleaner have slow its return
